Google: Buying Used Domains Is Like Buying Used Cars
John Mueller from Google has been mentioned while replying some of his tweets that buying a used domain is like a buying a used car; sometimes it will help you some time it takes a lot of time to work and also it will not be easy to find the real issue.
He also said if there will be some content issue that will be easier but when it comes to backlinks that will be more trickier, it will take less time or may be more than your thoughts.
Here are the tweets from John on this:
@JohnMu If I would like to buy a domain which may or may not have a penalty, is there a way to reset this once I am the owner and I want to setup a new project? (I used to work with such a domain in a pre-disavow era which was a big hassle. Not sure if disavow is the way to go.)

There’s not really much to prove, since you can’t guarantee what a site would rank as :). It’s like buying a used car; sometimes it’s easy to get things working well, sometimes it takes a really long time & a lot of work and you still have hard-to-find noises.
